Early Development & Project Definition

Procurement assistance for the Architect/ Engineer, and required consultant firms necessary to support the development of the Conceptual Design Report.

NWG will lead the refinement of the master plan to create the Conceptual Design Report that includes the following key deliverables:

  • Detailed space programs and narratives for each department
  • Conceptual floor plans
  • Conceptual site plans
  • Preliminary building renderings
  • Scope description and narratives for architectural, HVAC/mechanical, electrical, civil, structural, environmental, fire protection, and other systems required to conceptually budget the project
  • A preliminary major equipment list
  • Conceptual phasing plans
  • Identify project constraints (both financial and physical)
  • Development of an overall strategy and procurement plan for key vendors (architects, engineers, contractors, equipment planning, Owner furnished equipment, etc)
  • An overall project development schedule that includes design, permitting, construction, start-up, and occupancy activities and durations
  • A conceptual Total Installed Capital€ (TIC) budget that can be used for project approval, funding and financing, and CON needs; this budget will be the baseline for managing the approved budget in the design & construction phases

Design Phase

Design Management

  • Provide leadership and oversight of the design team, using the baseline data created in the Conceptual Design Report, manage the design to the schedule and budget
  • Chair the formal design start up meeting
  • Establish a decision making and communications protocol
  • Plan, organize, and facilitate design team meetings with hospital user groups
  • Plan, organize, and facilitate construction mock-ups used in decision making and as needed by the facility and design consultants
  • Continual monitoring of project baseline information (i.e. project content) to ensure compliance with objectives identified in the Conceptual Design Report
  • Coordination with designers, stakeholders, subconsultants, and contractors
  • Implementation of an equipment planning and procurement strategy, and integration of equipment items in the design process
  • Coordinate planning and procurement of communications and information technology systems
  • Integration of a phasing plan into the design documents
  • Review design phase documents and comment on constructability, coordination, and content (design team contract deliverables)
  • Development and implementation of a budget/cost reporting system for design and miscellaneous consultants. This includes reviewing invoices & payment requests, and recommendations for revisions and/or payment. Develop and maintain a cash flow projection for the duration of the construction phase.
  • Coordinate the information transfer from the A/E team to the contractor for estimating activities
  • Performance of budget control checks at schematic design, design development (50% design), and final construction budgets
  • Manage the Total Installed Cost (TIC) budget, and provide updates to the facility at each phase of the design process.
  • Recommend and evaluate value engineering options, maintain a VE master list, and coordinate value engineering workshops with the facility
  • Implementation and management of a design quality control process; this includes the implementation of a formal design review process that integrates comments and reviews by the facility, the equipment planning consultant, NWG and the construction manager
  • Evaluate and communicate design scope changes
  • Develop permitting plan

Final Architect/Engineer Procurement

  • Prequalification of firms
  • Define design team scope of services and project deliverables
  • Development of a project specific RFP
  • Chair the Architect/Engineer interview process
  • Assist in the development of the Architect/Engineer contract format
  • Final evaluations and recommendations of design consultant proposals (technical, financial, and schedule) and negotiations

General Contractor/Construction Manager Procurement

  • Define scope of services for preconstruction/estimating support and construction activities
  • Development of a project specific RFP
  • Chair the interview meetings with contractor teams
  • Assist in the development of a construction contract
  • Final evaluations and recommendations of contractor proposals (technical, financial, and schedule) and negotiations

Final Architect/Engineer Procurement

  • Equipment planning consultant
  • Geotechnical consultant
  • Materials testing firm
  • Radiation shielding consultant
  • Environmental assessments and abatement services
  • Site survey
  • Existing site utility surveys

Construction Phase Management

  • Provide project management as indicated in the Staffing Plan
  • Establish a decision making and communications protocol for use during construction
  • Coordinate and finalize the final contract amounts and schedule durations with the general contractor/construction manager that was procured during the design phase noted above.
  • Review and assess the general contractor/construction manager’s final estimate
  • Actively manage cost during the construction phase, including development and implementation of a contingency management/tracking tool. This activity includes review of contractor and consultant (not owner furnished equipment) invoices.
  • Management of the overall project master schedule. This includes reporting of significant deviations and development of contingency plans.
  • Monitor and analyze the construction effort, focusing on conformity with predefined project goals for cost and schedule
  • Assist the design team for monitoring work in place relative to compliance with contract documents and corrective action resulting from inspections & observations
  • Management of construction activities and phasing plans, including coordination of shutdown activities with the contractor and operations staff
  • Provide a monthly Executive Status Report that includes updates to the project master schedule, the TIC budget, construction phase design support, pending change orders, and action item logs
  • Coordination with the facility and contractor for construction activities that impact ongoing hospital operations
  • Coordination of the Interim Life Safety Plan and the Infection Control Risk Assessment & Procedures by the general contractor
  • Review and mitigation of architect, engineer, contractor, and consultant change orders on budget and schedule. Make recommendations for revisions or approval.
  • Coordination and management of the architect, engineers, and subconsultants to support the construction activities
  • Facilitate owner/architect/contractor meetings

Startup Phase

  • Provide commissioning support
  • Assist the Architect, Contractor, and Owner with reconciliation of punch list items
  • Manage the contractor closeout and final payment process
